农民职业教育发展的制度障碍与创新

摘　　要：当前农民职业教育发展的主要障碍是制度障碍,农民职业教育体制和户籍制度从供给和需求两方面严重限制了农民职业教育发展。因此,开展农民职业教育迫切需要进行制度创新,即废除户籍制度,实行市场化办学,同时完善职业教育立法,改革农民职业教育投资体制与管理体制。The main problem obstruct the development of peasants' vocational education is the system obstruction.The system of peasants' vocational education and the system of household registration restrict severely the development of peasants' vocational education in 2 aspects of supply and demand.So peasants' vocational education needs urgently to be proceeded system innovation,as abolish the system of household registration,implement the marketing system of running school,and improve the legislation of vocational education,reform the system of investment and management.
