摘　　要：比较了国内、国外的阅读状况,提出了利用图书馆推动全民阅读、构筑终身学习的学习型社会的建议,特别指出全民阅读应从儿童抓起,图书馆意识和利用图书馆的能力也要从小培养。This paper makes comparison of the reading situation at home and ab ro ad, and puts forward the suggestion of promoting the nationwide reading movement by using the library and constructing life-long learning and learning-type so ciety, and emphatically points out that the nationwide reading movement should p ay attention to the children, and people's library consciousness and ability of using the library should be cultured from their childhood.
