摘  要:陕西人才资源雄厚的实力与经济发展滞后之间矛盾的根源在于:人才政策落实不够理想,人才分布与结构失衡,人才外流严重,内流不合理。解决问题的关键在于:一是认真落实人才政策,搞好人才环境建设,最大限度地挖掘现有人才的潜力;二是进行人才结构调整,使人才结构与经济结构相结合;三是以人为本,建立人才持续引进新机制,不求所有,但求所用。The contradiction between the rich human resources of Shaanxi province and its slow economic development lies in the poor policy of human resource management,unbalanced distribution of these resources as well as the severe brain drain.The solution to this problem is that sound policy of human resource management should be performed;the utmost potential of human resources should be dug.Another solution is to adjust the structure and distribution of human resource so that it can be in line with its economic structure.The last solution is to build up reasonable management system of human resources.
