摘  要:以教育信息化带动教育现代化,是积极推动教育改革与创新,实现我国教育跨越式发展的必然选择。正如教育部副部长章新胜同志在“2003中国高等教育信息化论坛”开幕致辞中所指出的,要贯彻落实党的十六大提出的全面建设小康社会的伟大目标,探索建设学习型社会、构建终身教育体系的新思路和有效途径,就要深入地探讨高等教育信息化建设中的热点问题,促进学校、企业和社会广泛地参与学术交流;同时,还要研究高等教育信息化如何辐射、带动基础教育、职业教育、成人教育以及农村教育信息化建设的问题,以实现教育资源的有效整合和利用,推动整个教育事业的协调发展。9月19~20日举行的“2003中国高等教育信息化论坛”,就网络教育资源的建设与共享、信息技术发展及在高等教育中的应用、现代远程教育的实践与教学模式创新等方面的问题,邀请有关专家学者做了精彩的主题演讲。演讲内容涉及高等教育信息化与现代远程教育中的重要理论与实践问题,具有很强的现实针对性。本刊将在本期和下期选登部分主题演讲的内容。本期刊发的这组文章中,谈松华教授透过宽阔的理论视角,对学习型社会和教育信息化的关系、教育信息化的机遇和挑战、教育信息化的战略与策略等问题进行了概括性论述。胡东成、于云秀两位校长的文章。This paper first discusses the objectives of and prerequisites for a learning-based society. The ultimate objective of a learning-based society is to realize the goal of 'education for all'. If this goal is to be achieved, the support of a modern educational framework is essential. In a learning-based society, the school system should be at the center of an educational framework that covers the entire society. In addition to the school system, this framework includes the three other systems of on-the-job training, education for the masses, and online education. Before such a learning society can be formed, socio-economic development has to exceed the subsistence level, thus creating the conditions necessary for people to engage in lifelong learning. Learning should not only be viewed as a form of investment but also as something to be enjoyed and consumed. Finally, there must be a well-developed institutional environment for human development and evaluation. In addition, this paper examines the problems involved in the further development of IT in education: How do we bridge the digital divide? How do we develop an IT campus and reform traditional universities at the same time? How can the widespread application of information technology and the learning revolution be integrated to develop a new form of teaching? How can we make use of resources on the World Wide Web without sacrificing our national culture, intellectual property rights, and the development of knowledge nationally? Finally, this paper discusses how IT strategies can be implemented through the development of the Internet resources, human resources and institutional frameworks.
