摘　　要：义务教育是关系国民素质的奠基工程,但当前我国农村的义务教育发展前景并不容乐观。由于历史和现实的原因,义务教育出现了种种尴尬的局面。教育经费投入结构的失衡、财权与事权的分离、税费改革后教育集资等的取消及初中生入学高峰的形成等,使得当前农村义务教育经费投入不足的问题日益尖锐化,在当前的现状下,从教育观念、权责明晰、资源配置、体制创新等方面进行义务教育的改革已成为解决教育经费投入不足问题的最主要的措施。Compulsory education is fundemental to the quality of a nation, but the present compulsory education in our countryside is not so promising and all kinds of awkward situations arise because of historical and practical reasons.
