摘　　要：通过对我国海事系统基层执法人员的绩效考核现状进行抽样问卷调查和现场调查,对当前基层执法人员绩效考核体系进行了系统分析,指出了工作绩效考核的标准、层级、内容、方法、程序、制度及考核结果应用等方面所存在的问题,提出了完善基层执法人员绩效评估体系的对策思路。Based on the sample questionnaire survey and on-spot investigation into the present situation of performance evaluation for basic level law enforcement officials of Chinese maritime system, this paper attempts to analyses their current performance evaluation system. Accordingly, the potential problems involved in evaluating standards, evaluating hierarchy, contents, approaches, evaluating procedures and also the resultant application are pointed out. Also, this paper raises the train of thought and countermasures concerning perfecting the performance evaluation system of the basic level of law enforcement officials.
