摘　　要：通过文献资料法和访谈分析法 ,总结中国足球职业化改革进程中主要成果和存在的俱乐部与政府部门之间、球员转会、裁判员的管理等主要问题。从法律学的角度分析 ,指出中国足球改革法律建设的不完善 ,制约影响了中国足球发展的部分原因。提出中国足球应建立以法律为基础的相应完善的法规制度、管理机制、监督体系 ,以促进中国足球职业化改革和发展。Using the method of document and investigation, this paper sums up the major achievements which have got during the course of reform on the China's football vocationalisation, and it also analyses the existing problems such as players' shift between the clubs and the department of the government , the management of referees and so on. Furthermore this paper points out the partial reasons, which cause the imperfection of laws and regulations on the China's football and constraint on its development. Finally the author suggests that the perfect laws and regulations, management and supervision systems should be set up on the basis of the law in order to improve the reform and development of China's football vocationalisation.
