摘　　要：长期以来 ,高校学报在高校的直接管理下 ,存在许多软硬约束 ,主要体现在定位过窄 ,作用有限 ,校领导对学报的认识不足 ,导致学报资金不足 ,学报编辑的待遇长期都得不到保证 ,人才流失严重 ;有鉴于此 ,需要对学报进行更为科学、全面的定位 ,加大资金投入 ,同时学报本身也需要利用自己宝贵的出版资源广开筹资渠道 ,内外协作 ,办好学报。For a long time,university journals under direct management of university have lots of soft and hard detrainments.It mainly embodies in a too narrow orientation,limited function,school leaderships insufficient understanding of the journal and so on.These detrainments cause the journal to lack funds,the treatment of the journal editors not able to be guaranteed for a long time and the talents lossto be serious.According to this,its necessary to give the journal a scientific and overall orientation,to increase the input in fund,and at the same time the journal itself needs to utilize its own valuable publication resources to set up a fund￣raising channel in a wide range and make internal and external cooperation so as to prepare the journal well.
