论成人教育生源的成建制跨地迁移

摘　　要：成人高等学历教育招生中出现的生源因联合办学而有组织、有规模、成建制、跨省市迁移,是我国经济发展和教育改革的结果,也是高等教育发展不平衡的历史原因形成的,是社会各种需求与我国成人等教育现状相结合的一种必然,既有积极影响,又有一系列消极后果。因此,急需加强对成人学历教育的统筹管理、调控与监督,统一政策,消除省际录取分数线差异,出台成人高等学历教育体系,加强宏观调控职能,加快成人教育相关立法,平衡舞弊与收益的代价差距,规范办学体制,促进成人教育的健康发民。This paper summarizes the essential characters of the phenomenon that adult examinees transfer at Organizational System in Recruiting Students, and deeply analyzes the reasons and the positive or negative infection which it brings. Meanwhile, some innovative suggestions concerning about promoting the beneficial and abolishing the harmful and supervising the adult education examinees have also been proposed here.
