浅论高校高层决策与中层系统合力的统一

摘　　要：本文分析了高校高层决策的基本原则,认为中层系统是决策执行的决定性因素,要解决在营造民主办学氛围、健全制度文化体系、构筑信息共享平台、推进干部队伍建设等过程中存在的问题,寻求高层决策与中层系统合力的统一。Based on the years' experience of working in the Party Running and as the sectary of the School Running, the paper analysis the basic principles of decision-making of the high level in universities; in my opinion, the middle level sections is the decisive factor of the decision execution. So if we want to solve the problems existing in the procedure of creating a democratic atmosphere of school-running, improving the system of institutional culture, constructing the information sharing platform, advancing the construction of the cadre contingent, we must make efforts to seek the consistence of the decision-making of high level and joint efforts of middle level sections.
