摘　　要：教育制度只有通过有效的执行才能保证其制度目标的实现,尤其在社会转型时期教育制度的有效执行更显重要。但社会转型时期的教育制度执行是一个异常复杂的过程,其中教育制度本身是否合理、稳定、公平、明晰、协调等对教育制度的执行效果至关重要。Education system can be ensured to carry out its target only by the efiective implement, it seems especially important that the education system can be effectively executed at the age of the rapidly-changing soci-ety. Education system implement is a complex produceT at the age of the rapidly-changing society. Whether or not of the education system itself is reasonable, stable, just, distinct or coordinate etc. is vital key to carry out the education svstem.
