摘　　要：本文从解决农村贫困的核心战略是开发农村人力资源;农村人力资源的开发呼唤农村教育改革;农村经济社会发展呼唤农村高等教育发展;发展农村高等教育不是梦;发展农村高等教育的对策五个方面,论述了发展农村高等教育是开发农村人力资源的必由之路的新观点。Development rural manpower resource is the key to solve rural poverty.The development of rural manpower resource calls for rural educational reform.Rural economic and social development calls for rural higher educational development.It is not a dream to develop rural higher education.In addition,the paper put forward measures to develop rural higher education.It's pointed out that the development of rural higher education is the essential solution to develop rural manpower resource.
