摘  要:20世纪 6 0年代以舒尔茨为代表的人力资本理论开辟了教育经济学先河。到了 70年代 ,由于西方“经济滞胀” ,导致西方学者对人力资本理论质疑 ,并形成人力资本理论新发展。然而 ,这不过是原有教育经济学理论基础的人力资本理论的延伸 ,没有突破传统教育经济学的理论框架和研究范式。直至 2 0世纪 90年代新制度经济学的崛起 ,教育经济学的理论基础才又辟新路径 。The education econcomic as a discipline is based on the human capital in the western theory of economic, which was established by some American scholars, particularly such as schultz in 1960's. And as the “economic stagnation” appeared in western world between the early 1970s-early 1980s, The human capital idea began to be under question. They would have attempt to up to date it. However, the process had not broken through the frame and pattern of old human capital. Until 1990's, it is emerged a new theory of institutional economic in academia, which did not find a better way to figure out how to deal with the realities of education, rather the discipline of economic of education has not expanded a new foundation of its own.
