巴林王国法语教育发展现状、举措及其经验——基于《巴林2030经济愿景》的分析

摘  要:巴林王国是中东海湾地区整体教育水平和教育国际化程度较高的一个小规模、高收入国家,是我国重要的合作伙伴。法语是巴林王国的第二外语,它在巴林国内的影响力仅次于英语。本文梳理了法语教育在巴林王国的发展情况,并基于《巴林2030经济愿景》框架分析了法国助推法语国际传播和法语教育发展的主要举措。稳固的政府间合作营造法语学习氛围与环境、契合巴林《愿景》的多领域交流培育就业机会、多元主体多维度协同发力形成“集聚效应”、系统规划促成法语教学进入巴林教育体系,是确保法语教育在巴林王国得以发展的几个关键原因。相关经验对于国际中文教育发展具有一定的启示和借鉴意义。The Kingdom of Bahrain is a small-scale while high-income country with a higher level of educa-tion and internationalization within the Middle East Gulf region, and is also a key partner of China. French is the second foreign language in Bahrain and its influence within this country is second only to English. This paper reviews the development of French language education in Bahrain and analyses the main initiatives taken by France to promote the spread of French and French language education in Bahrain within the frame-work of the Economic Vision 2030 for Bahrain. The development of French language education is mostly attributed to the following key reasons, including the solid inter-governmental co-operation in creating a French language learning environment, multi-sectoral exchanges that are in line with Bahrain’s Economic Vision to foster job opportunities, a multi-dimensional and concerted effort by multiple stakeholders to create a “clustering effect”, as well as a systematic planning to ensure the integration of French language teaching into Bahrain’s whole education system. Such experience has certain implications for the development of Chinese language education internationally.
