新时期加强高校党外干部队伍建设的思考

摘　　要：加强高校党外干部队伍建设关系到高校整体干部队伍的建设,对于中国特色社会主义体制下中国共产党领导的多党合作的政治协商制度有着重要的意义。本文以新时期统一战线理论、干部选拔任用理论为基础,分析了现阶段高校党外干部队伍建设的现状与特点,梳理出目前高校党外干部队伍建设中存在的普遍性、突出性等问题,结合新时期高校党外干部队伍建设的背景,从高校党委重视、制度保障、组织权责分工、梯度培训模式、民主党派自身建设和构建跟踪考核测评体系等方面提出相应的改进措施和解决途径。Strengthening the construction of non-Party cadres in colleges and universities is related to the construction of the whole cadre team in colleges and universities. It is of great significance to ad-here to and improve the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China. Based on the theory of the United Front, the theory of selecting and appointing cadres, and the theory of encouragement, this paper analyzes the current situation and characteristics of the construction of non-Party cadres in colleges and universities. Based on the background of the construction of non-Party cadres in colleges and universities in the new era, this paper combs out the prominent and universal problems in the construction of non-Party cadres in colleges and universities. From the aspects of the Party committee’s attention, system guarantee, clear division of organizational rights and responsibilities, gradient training mode, self construction of democratic parties and construction of tracking assessment system, this paper puts forward corresponding improvement measures and solutions.
