“双减”政策背景下中小学生减负现状调查——以武汉市为例  

Investigation on the Real Status Quo of Burden-Reduction of Primary and Secondary School Students under the Double-Reduction Policy—Taking Wuhan as an Example

摘  要:“双减”政策实施近两年,其减负实效广受关注,本研究基于武汉市实际情况分别对学生、家长、教师以及培训机构采取了问卷调查、单人访谈、田野调查的方法以期获取一年多来武汉市学生在“双减”政策下的真实“减负”现状。研究结果表明,自“双减”政策颁布实施以来,中小学生的课外培训负担一定程度上有所缓解,但部分中小学生在面对升学压力时培训负担并无太大减轻。中小学生学校作业负担确有减少,但其实际作业负担减负效果欠佳。针对以上问题,本研究认为进一步为学生减负,需要推动义务教育均等化发展、促进教育资源均衡供给、从严治理培训机构、科学看待学业压力。Two years have gone since the implementation of the double-reduction policy, whose effect has come under the spotlight. In order to figure out the real status quo of the burden-reduction of students in Wuhan, questionnaire, interview and field survey have been adopted among students, parents, teachers and off-school training institutions, based on the actual situations in Wuhan. The result demonstrates that the off-school training burden has been relieved to a certain degree on the whole for the primary and secondary school students. However, for some students who are faced with enrollment pressure, the burden has not been relieved too much. Meanwhile, the homework burden has been relieved for the primary and secondary school students, whereas the burden reduction of homework is not so effective. In the light of the above-mentioned problems, this research propounds that in order to relieve the burden of students, the equal development of compulsory education should be promoted;the balanced supply of education resource should be ensured;the off-school training institutions should be strictly governed and the academic pressure should be viewed scientifically.
