优质“托幼一体化”服务体系的路径探索——基于芬兰经验的本土思考

摘  要:为了解决超低生育率和严重的老龄化问题,以及满足人民群众不断增加的托育服务需要,芬兰采取了一系列举措,推动了“托幼一体化”进程,为托育服务事业整体的发展带来了巨大的推动作用,并得到了良好的效果。芬兰的成功经验为中国探索“托幼一体化”之路提供了有益的参考。在未来,我国应结合国情,立足于高质量发展的主题,改革“双轨制”治理格局,建立一体化管理机制;统一保育教育课程,建立一体化课程体系;严把从业入口门槛,多措并举加强师资队伍;凝聚多方主体参与,拓宽资源供给渠道,形成多层次一体化的优质“托幼一体化”服务体系。In order to solve the problem of ultra-low fertility rate and serious aging, as well as to meet the increasing needs of the people for childcare services, Finland has taken a series of measures to promote the process of “integration of childcare”, which has brought a huge role in promoting the overall development of childcare services and has achieved good results. Finland’s successful experience provides a useful reference for China to explore the road of “integration of childcare”. In the future, China should combine national conditions and base on the theme of high-quality development, reform the “dual-track” governance pattern, and establish an integrated management mechanism;Unify the curriculum of conservation education and establish an integrated curriculum system;Strictly control the entry threshold of the profession, and take multiple measures to strengthen the teaching team;Gather the participation of multiple parties, broaden the channels of resource supply, and form a multi-level integrated high-quality “childcare integration” service system.
