摘  要:同学段学区办学作为一种变革活动,具有满足多元需求、组团式发展、网络式合作、互利共赢和多元治理等优势特点,也面临着机制不够健全、结构惰性、组织边界、变革范围局限等变革阻力。同学段学区办学应通过制度规约,健全工作机制,激发参与学校管理者和教师的内在动力;通过文化创建,制定学区规划,引领学区和学区内各学校有特色地发展;通过整体治理,建立联动机制,进一步提升同学段学区的办学实效。As an act of change,the school district-running at the same section has the advantages of meeting multiple needs,developing in a hand in hand way,network cooperation,mutual benefit,and multi-governance,etc.It also faces the resistances to change,such as the imperfect mechanism,the inert structure,the organization boundary,the limited change,etc.We should stimulate the internal motivation of school administrators and teachers by the institutional regulations and the sound working mechanism.We should lead the distinctive development of school districts and schools by building the culture and the development planning of the school district.We also need to enhance the effectiveness of school district-running by collaborative governance and establishing linkage mechanisms.
