摘  要:全国抽样调查显示,我国教研机构主要有教研室、教科院(所)、教育学院三种建制类型,其中,教研室建制约占全部教研机构的三分之一。在机构职能上,教育教学指导始终是教研工作的核心,不同类型、不同层级的教研机构都将教育教学指导作为最重要的工作。同时,省、市、县三级教研机构的职能各有侧重,省级教研机构最突出的职能是服务政府决策和教育科研课题研究,市级教研机构重心逐渐下移,区县级教研机构更多地面向基层学校开展教研活动。我国教研机构在职能发挥上也面临一些挑战,包括部分教研机构的工作边界泛化、职能弱化,各级教研机构的职能交叉重复,教研管理体制有待进一步理顺。为此,需要采取有效措施加强教研工作,保障教研机构充分发挥教研职能。Nationwide sampling survey shows that China’s teaching research institutions mainly include three types:teaching research office,education research institute and education college. Teaching research offices account for about one-third of all teaching research institutions at provincial,municipal,and county levels. Educational counseling and teaching mentoring has always been the core function of teaching research institutions at all levels. Meanwhile,the functions of teaching research institutions at all levels have different focuses. The provincial-level institutions play a vital role on serving government decisionmaking and educational research projects. The focus of municipal-level teaching research institutions shifts downwards to the needs of teachers and schools. The county-level teaching research institutions typically serve directly for teachers and schools. The data also indicates that teaching research institutions in China also face some challenges,including the generalization of the working boundaries and the weakening of functions in some teaching research institutions,the functions of teaching research institutions at all levels are repeated,and the teaching research management system needs to be further rationalized. Effective measures should be taken to strengthen teaching research work,and to ensure that teaching research institutions give full play to their core functions.
