公办高职院校内部治理体系改革的五大障碍及对策

摘　　要：公办高职院校作为教育治理体系的一个基本单元,伴随着教育治理体系现代化的改革步伐而迈入了新阶段,但其治理体系和治理能力现代化仍面临理念、结构、制度、能力、文化等五大障碍,需确立凸显高职特色的治理理念,优化开放共治的治理结构,完善以章程为核心的治理制度体系,提高满足治理需要的能力,培育具备育人功能的治理文化。As a fundamental part of the educational ruling system,state-run higher vocational colleges have entered a new stage along with the reform of the modernization of the educational ruling system.However,the modernization of the ruling system and ruling capacity is suffering from the obstacles in conception,structure,system,capability,and culture,calling for the ruling conception which highlights the characteristics of higher vocational education,optimized ruling structure of openness and co-governance,improved ruling system with regulations as the core,enhanced cability to meet the ruling needs,and ruling culture with the function of talent cultivation.
