摘　　要：高等教育话语体系是针对高等教育实践活动的一种表达方式、思维方式和行为方式,是一个国家高等教育的综合反映。新时期要想构建中国特色高等教育话语体系,就要站在历史的基础上总结过去、面向未来。借鉴大卫·菲利普斯教育政策借鉴理论的基本模型,从跨国吸引、决策、实施和内化四步骤对1899—1949年间西方高等教育话语体系在中国的传播进行解析,以期对建设高等教育强国和形成中国特色的高等教育话语体系提供借鉴意义。The discourse system of higher education is an expression way of thinking and behavior for the practice of higher education,and is a comprehensive reflection of a country’s higher education.In order to build a discourse system of higher education with Chinese characteristics in the new era,it is necessary to summarize the past and face the future on the basis of history.The use of the basic model of David Phillips’s education policy reference theory,this study applied the transnational attraction,decision-making,implement and internalization to analyze the spread of the Western higher education discourse system in China from 1899 to 1949 to provide the reference significance for building a higher education power and forming a higher education discourse system with Chinese characteristics.
