摘　　要：Comprehensive development of disciplinary knowledge, emergence of new subjects, forming of knowledgeeconomy, intemationalization of high-tech production, and establishment of social information network, allthese together has caused rapid changes in people’s understanding of the objective world, in people’s modesof thinking. goals Of life, world outlook, and the idea and value of human beings. Modem concepts of education are changing towards those of life-long education, and open education and individual learning, so as tomeet the need to provide chances for education for as many people as possible. To fulfil this, modern distance education has itS indispensable role to play because of its characteristic use of media and its specialteaching and administrative arrangements and systems.
