摘　　要：The rise of knowledge economy and the change of the pattern of economic growth have madeit possible that knowledge and intellegence has become the base of hi--tech industry and high-intellegenceservice. The absolute dependence of knowledge economy on knowledge and intellectual power is promotingthe formation of the learning society. With this new kind of society coming, we will be confronted with manynew problems in education (including TV university distance education ) and we must make correspondingchanges in it to meet the needs of the society and the learners. The open learning, with the individulizedlearning as its main form, has reflected the inexorable trend in the social and economic development and theobjective demand of the development of TV university distance education and has conformed to the trend ofthe modem distance education. In order to make China’s TV universities meet the needs of the learning society, we should make a serious study of the characteristics of the open study and with the scientific approach of seeking truth from facts. we should also work hard at idea forming, network and medium development, educational reform and service improvment and so on.
