摘 要:教育均衡发展的内涵是促进教育公平和不断提高教育质量的辩证统一。城乡义务教育发展失衡源于投入失衡,由此依次引发师资失衡、内涵失衡、质量失衡和生源失衡等一系列问题,具有深刻的内在逻辑性。解决城乡义务教育发展失衡应首先矫正投入失衡,同时对已经存在的师资失衡、内涵失衡、质量失衡和生源失衡等采取针对性举措,建立和完善相关机制,推动城乡义务教育在内涵和外延发展方面均基本实现均衡化。The connotation of education balanced development is the dialectical unity between realizing education fairness and improving education quality constantly.The urban and rural compulsory education development imbalance stems from investment imbalance,which causes a series of problems in turn such as teacher resources imbalance,connotation imbalance,quality imbalance and the source of students' imbalance and so on,and it has deep inner logic.To solve the urban and rural compulsory education development imbalance,we should first correct investment imbalance,take targeted measures to solve the problems in teacher resources imbalance,connotation imbalance,quality imbalance and the source of students' imbalance at the same time,establish and perfect the relevant mechanisms,and promote the urban and rural compulsory education between the connotation and extension of development to realize the basic equalization.
