摘  要:义务教育师资的均衡化发展是一个不断嬗变的过程,需要我们及时调整制度安排以应对社会的积极变革。但是,我们更多地追究阻碍其均衡发展的历史根源,而忽略了实践探索中的现实阻力,并一直处于低层次徘徊状态。没有以观念创新为指导的制度设计,可能会取得局部和暂时的成效,而持续地均衡发展就有可能成为遥不可及的理想。因此,我们很有必要分析当前义务教育师资均衡配置的现实矛盾,在明确其价值定位的基础上,为政策的调整作出理性选择,并以此为指导进行系统化的制度安排和对策研究。The balanced development of staff in compulsory education is a process of continual changes and we should adjust the system to the positive reform of society. However, we often investigate the historical roots hindered the balanced development, while neglect the resistance in reality in the process of practical exploration. Consequently, less progress has been achieved.Without the system based on the cre-ation of concept, we might get partial and temporary achievements, while it may become an illusion for us to attain the balanced development sustainably. Therefore, It is urgent for us to look into the existing contra-dictions in the balanced development of staff in present compulsory education so that we can adjust the relevant policies and systems.
