摘　　要：本文认为 ,农村贫困不仅仅是收入贫困 ,还有人类贫困和知识贫困 ,三类贫困是相互作用的。新世纪要消除农村贫困的根本问题是解决农村知识贫困。为此 ,本文提出建立农村高等教育体系、开发农村人才资源的新观点。This paper holds that rural poverty not only means meagre income but also human resources and knowledge. Three kinds of poverty are interacted. To eliminate the basic problem of poverty in new century, the crux lies in the solution to knowledge scarcity. Therefore, the paper puts forward a new viewpoint to establish rural higher educational system and develop rural personnel resources.
