摘　　要：兼顾平等与质量是当今世界中等教育改革的一大趋势。二战后英国政府通过实行中等教育的综合制改组,完善后期中等教育结构,设立普通教育证书高级水平补充考试,实施全国统一课程,鼓励学校的多样化与专门化,推行“教育行动区”计划以及进行“公学革命”等,极大地推动了英国中等教育的民主化进程和教育质量的提高。Consideration to the equality and quality is a great trend of the reform on secondary education in the world today. The British government advances greatly the process of education democracy and the improvement of education quality by practising the system of comprehensive education,perfecting the structure of post-secondary education,establishing the system of GCE AS-level exam,enforcing the National Curriculum,agitating the diversity and specialization of schools,carrying out the plan of Education Action Zones and public school revolution,etc..
