摘　　要：教育创新成为实施科教兴国战略的重要途径，坚持与否，坚持好坏，关系到科教兴国战略的能否有效实施。坚持教育创新，必须理解教育创新与素质教育的关系。笔者认为，素质教育不仅是教育创新的结果，还是教育创新的出发点，更成为教育创新的目的。This article thinks that quality-oriented education and educational innovation have become an important way of prospering the nation with science and education. Insisting on it or not concerns whether the strategy of prospering the nation with science and education could be implemented effectively, to adhere to educational innovation,one must understand the relation between quality-oriented education and educational innovation. The author thinks that quality-oriented education is not merely a result of educational innovation,but also the starting point and the purpose of it.
