摘　　要：从人才培养的角度出发 ,提出新世纪高等教育教材规划和改革建设思路是选题多向化、形式多样化、层次多维化、文体多重化 ,并提出在教材建设中应将教学改革的成果固化到教材中 ,同时要加强电子教材建设 ,还要翻译和引进国外的优秀教材以适应 2From the viewpoint of fostering talents, the paper puts forth an idea of the planning, reform and construction of teaching materials for the new century, such as the multiplicity of the directions of the theme choice, forms, dimensions of layers and writing styles. It is also pointed out that during the construction of teaching materials it is needed to solidify the achievements of teaching reform in teaching materials and at the same time to intensify the construction of electronic teaching materials and introduce and translate foreign excellent teaching materials in order to meet the requirements of the twenty-first century.
