缩小教育差距 促进教育和谐发展

摘　　要：教育和谐发展既是社会和谐发展的重要内容,又是社会和谐发展的内在要求。对我国教育发展状况的实证研究表明,教育在城乡之间、区域之间、学校之间的差距日益扩大,教育差距大于经济差距,教育差距是教育和谐发展的严重障碍。缩小教育差距是促进教育和谐发展的突出主题。缩小教育差距,制度建设是关键,政策保障体系构建是重点。当前,要逐步弱化并最终消除人为扩大教育差距的有关政策;要根据城市反哺农村、东部反哺西部的思想,制定新的政策;要对某些政策作必要的调整,以利于教育公平合理地竞争。The harmonious development of education is both an important content and a sufficient condition for the harmonious development of the society. According to the result of a positivist study of the present situation of educational development in China, the educational gaps between urban and rural areas and among regions and schools are broadening and the educational gaps are larger than those in economic development. In certain sense, the educational gaps are seriously hindering the harmonious development in education, and it is a significant task to narrow the educational gaps for the promotion of harmonious development in education. To do a good job in this regard, the construction of system is the key link and the establishment of a policy-based insurance mechanism is the focus. At present, efforts should be made to gradually weaken and terminate relevant policies on intentional expansion of educational gaps. New policies should be worked out in light of the principle of 'encouraging urban areas to help rural areas and requiring developed eastern areas to provide support to underdeveloped western areas'. In a word, some policies must be readjusted for facilitating the fair competition in educational field.
