摘　　要：建立高等学校教学质量评估制度是教育部确立的“高等学校教学质量和教学改革工程”中的一项主要内容,已引起了高校的广泛关注。本文在分析高校建立内部教学评估长效机制的必要性及其功能与作用的基础上,提出了教学评估长效机制建设的具体措施。Setting up a teaching evaluation system in colleges is one of the main contents of “The Project of Teaching Quality and Teaching Reform In Colleges” which has been widely concerned. On the base of analyzing the necessity , function and the effect of owning an inner enduring effect system of teaching evaluation in colleges , the writer has put forward some specific measures in constructing the enduring effect system of teaching evaluation.
