摘  要:为实现“中心提升、周边发展、城乡互动、优质均衡”城乡基础教育均发展战略,济南市创生以“五个一教育优化升级工程”为龙头机制,培植县(市区)域基础教育内生三种机制范式,形成“一带三”联动、螺旋、持续地拉动基础教育均衡发展的新机制,仅用 1.2亿元教育投资就启动地方计划外资金30.75亿元之巨,同时带动城乡基础教育的内涵与外延均衡发展,以机制创新优化资源配置并推进教育公平,成效十分显著。Since 2002, by taking the Program of Upgrading and Optimizing Education as the leading project, the government of Jinan City has cultivated three modes of basic education development at the county (district) level and developed the mechanism for realizing sustainable and balanced progress of basic education. The government of Jinan City successfully mobilized a huge extra-budgetary fund of RMB3. 075 billion yuan with only RMB120 million yuan as the starting fund. At the same time, both the connotation and denotation of urban and rural basic education have been developed in a balanced manner and the innovative mechanism has been adopted for optimizing the allocation of educational resources and promoting educational equity.
