摘 要:高等教育教学质量省级监控组织结构具有目标统一性、结构复杂性和过程协作性等基本特征。其权力运行中存在着若干矛盾冲突,包括政府控制与学校自主的矛盾、中央与省之间层级权力的交叉以及省级教育行政组织内部的权力冲突等。构建一个合理的高等教育教学质量省级监控组织,应建立共同的组织目标,实现信息的有效沟通与高度共享,合理划分和配置组织系统的权力与责任。The organization structure of the provincial quality control and supervision to the higher education has a basic characteristic of having the same goal, the structure complexity, cooperation in the process and so on. There exist a lot of conflicts in the process of the execution of the rights between the government supervision and the school's self-regulation, the power intersect between the central government and the provincial government and the conflicts between the different divisions of the provincial administration. In order to form an rational provincial supervision system to the education quality of the higher institutions, it is quite necessary for the organizations to set up a common goal, communicateeffectively and share information fully , and to reasonably distribute the rights and the responsibilities in the system.
