摘　　要：“9.11”后,美国在高等教育领域采取了一系列改革措施,主要体现在强化安全教育、公民意识和爱国精神,扩大入学机会,提高科研质量及其应用水平和优化财政结构等方面。改革成效斐然,但仍有一些新老问题交织存在,如公立院校的发展危机、教育公平问题以及关于学术自由的争议。After the Sept. 11 incident, a series of innovation measures have been adopted in the US higher education, which mainly focus on reinforcing education of safety consciousness, citizen consciousness and patriotism, enrollment expansion, enhancing education quality and application of scientific research, and optimizing financial structure. In general, the reform has proved productive; however, several new issues mingled with old problems still exist, such as the crisis of public higher education institutions, the educational equity, and disputes on academic freedom
