摘　　要：实施素质教育,就是全面贯彻党的教育方针,培养学生的创新精神和实践能力,造就德智体美全面发展的社会主义建设者和接班人。高校教育必须坚持以人为本,充分调动广大师生的积极性,积极探索各种有效途径和方法,培养具有健全人格的高素质人才。The quality - oriented education requires educators to fully implement the Party＇s educational policy, cultivate the creativity of the students and educate the socialist builders and successors with an all - round development of morality, intelligence, physics and arts. Likewise, higher education should base on the students- centered concept, stimulate the enthusiasms, and foster a highly - qualified talents of good morals.
