论西部农村义务教育发展中的政府作为

摘　　要：政府通过树立教育公平观念,采取“补偿”政策,制定义务教育均衡化发展方针,对西部农村义务教育进行“管”与“扶”,及主张西部农村义务教育实行完全免费制度,从而让政府的服务惠及西部不发达地区的人民,构建和谐社会。By establishing fair concept of education, carrying out ＂compensation＂ policy, and adopting the principle of balanced development for compulsory education, by taking the measure of ＂administration＂ and ＂support＂ to Western rural areas, and by maintaining that students in these areas should be free to go through the compulsory education, the government has made its services felt by the people there so as to contribute to the building of a harmonious society.
