摘　　要：论述了城市交通网络中的三个主体司机、警察、市长之间的利益需求,通过对他们思想模型的系统分析,提出了运用行政、经济和宣传的手段来协调三者的地位、关系和利益,以及税收函数概念,解决三者的思想冲突点,保证道路的高速、安全与大容量,促进城市交通的发展。This paper discusses the interest requirements of the main three parts, driver, pointsman and mayor, in a city traffic network. Based on analyzing the three-mentality model, it is suggested that political means, economic means and propagandistic means be used to harmonize the relationship, station and interest among the three to solve their mentality conflict, in order to guarantee high speed, safety and large copacity of road, and promote the development of city traffic.
