摘　　要：随着我国经济社会的快速发展,改革的全面深化,国家和地方(省市)纵向计划科研项目课题申报和管理的改革逐步展开.正确认识新时期我国科研项目申报和管理工作的特点,及时调整高校科研项目申报及管理的工作程序、方法、手段和重点,成为新时期高校科研管理的工作重点,本文结合工作实际进行了研究和探讨.With the rapid development of China economy and society, and overall deepening reform, the reform on the application and management of vertical national and local scientific research projects of China has been gradually developed. It is very important to correctly understand the scientific research projects application of our country, and characteristics of the management in new period. Timely adjusting the university scientific research projects application becomes the new time emphases of university scientific research management. Adjusting the working routines, methods, means and keystones of its directorial job is also important too. It researches the problems in the combination of practical work.
