摘　　要：现代科学技术的进步所带来的一系列社会问题,催娩了科技伦理学的诞生,也引发了学术界对科技发展中伦理责任问题的思考。本文主要考察科技伦理失责问题,对失责问题凸显的时代背景作了较全面的介绍,对失责问题的种种表现作了较具体的归纳,对失责问题产生的主要原因作了较深入的分析,以期引起人们对解决这些问题的高度重视和积极努力。A series of social problems caused by the development of modern science and technology have give birth to the ethics in science and technology, and also brought about heated discussion on the issue of the ethical responsibility in the development of science and technology. The essay explores the issue of breach of the ethical responsibility, introduces its social backgrounds, sums up its behaviors and gives an in＇depth analysis on its main causes, thus to arouse public attention and call for general efforts to solve the problems.
