摘　　要：制度化教育的当代发展,所确立的是以能力为本位的英才教育体系。这一体系要求教育必须充分注意基于能力确认的程序公正的实现。在此过程中,既需要建立有利于能力选拔的公正规则,又要保证执行程序的公开。The contemporary development of systematic education establishes the great elite education system based on capability. This education system require education to pull off procedural justice founded on competence,which not only need to set up justice rules that are beneficial to competence selection, but also carry out procedures fairly.
