摘 要:本文在文献回顾的基础上,通过对国内117家食品企业实施HACCP体系决策机理及66家已实施HACCP体系企业的成本—收益的实证研究,得到了影响当前我国食品企业实施HACCP体系的行为动机因素及主要障碍因素。据此,本文提出了以市场激励为主、行政管制为辅的管制方式;先在大型企业,特别是生产具有出口优势产品类别的企业中强制推广HACCP认证的分步推进战略思路及相应的6项具体对策。Based on literature review,this paper explores HACCP system decision mechanisms implemented by 117 domestic:food companies and analyzes the cost and benefit of those 66 companies which have implemented HACCP system.The behave motivation factors and main constrains are found,which influences food co-mpanirs' adoption HACCP system ay present.Therefore,the control method with market-stimulating in dominant position and administrative regulation in the complementary position is proposed.And it is also suggested that strategy of propelling the extension of compulsory HACCP certification gradually should be implemented in those large enterprises,especially in those with export advantages.And corresponding specific measurements are given finally
