摘　　要：全面提高高等学校的教学质量和办学效益,是开展教学评估的首要目的。为此,必须准确把握高等教育质量的特点,加深对教育评估目标、评估方式和评估过程中的突出问题的认识,形成促进教育质量提高的有效机制。我国现行的高校本科教学工作水平评估已初显成效,当前应深入研究和解决分层分类开展评估、评估技术研发、建立评估数据库、降低评估隐性成本、在评估中开展管理咨询、妥善处理因评估本身固有的不足带来的矛盾等问题,切实推动教学评估和高等教育的健康发展。To improve instruction quality and school running benefit in higher education institutes in a round way is the primary objective of instruction evaluation. Therefore, we must accurately locate the traits of higher education quality, enhance our understanding of evaluation objectives and methods, establish an effective system of improving education quality. The undertaking of undergraduate instruction evaluation in our current HEIs has begun to become effective. At present, in order to promote instruction evaluation and the healthy development of higher education, we must further our research and carry out evaluation according to levels and catergories, develop evaluation technology, build up evaluation database, lower the implicit cost of evaluation, carry out management counsultation in evaluation, cope with the conflicts triggered by the intrinsic defect of evaluation.
