摘 要:2003年肯尼亚出台了新一轮免费初等教育政策,但在政策执行过程中面临教学设施、教材供应、教师资源的严重不足以及学生辍学等问题。综观这一政策,发现在决策之前缺乏深入细致的现状分析,缺乏基础广泛的讨论和协商,也缺乏政策实施的具体设计;政策执行策略上有待改善的还很多;政策本身意义重大,但执行前景则取决于经济发展、政府管理和国内外支持水平等因素。Kenya government launched a new round free primary education policy in 2003. But the implement of the policy faces the problems of inadequacy of teaching facilities, teaching materials and teachers, students and pupil drop out. Through a comprehensive view, we draw the following conclusions: there were short of thorough current condition analysis, broad discussion and negotiation and concrete design on policy implementing before decision making; what can be improved on policy implementing strategies are not less; the policy itself has important meaning; but its future would depend on levels of Kenvan economic develooment, government administration and national and international supports.
