摘 要:目的建立和完善我国的食品召回体系。方法采用横向对比法,重点分析了具有代表性的3种食品召回模式及其异同。结果所分析国都建立了比较完善的食品召回法律法规体系,拥有相应的评估机制和明确的实施程序;同时,各国在执行时也各有特色。结论建议我国健全食品召回法规,实行主动召回和强制召回,构建有效召回管理体系,引入危险性分析方法,完善食品溯源系统和建立顺畅的召回信息网络。Objective To establish and improve the references of the domestic food recall system. Method The representative food recall modes in 3 typical countries were analyzed emphatically by landscape contrast. Results The perfect laws and regulation systems were established, and the corresponding mechanisms of evaluation and the procedures in recall systems were put into effect in these countries and regions, respectively. Conclusion It was suggested that the food recall laws should be enhanced, and the initiative recall and order recall should be implemented, and the effective recall administrative system should be established, and the method of risk analysis should be introduced, and food traceable system should be improved, and smooth recall information nets should be set up in China.
