摘  要:目前我国农村基础教育投入还存在众多问题,整体教育投入水平低,尤其是农村基础教育投入不足更为突出。不仅贫困地区教育经费紧张,中等发展水平地区也存在经费紧张问题。基础教育投入存在明显城乡差异,政府间财力格局与义务教育事权和责任不对称。为了加快农村基础教育发展,继续完善“以县为主”农村基础教育投入体制,提高农村义务教育财政支出使用效率。Currently, there are still many problems on China's elementary education in rural area. The input level of education is low, and the rural elementary education input shortage is even more prominent. F overall unding input is short for elementary education in poor areas, but the middle development level area is not better than poor area. Elementary education in urban and rural areas clearly exist differences. Financial structure in the government is not asymmetry of compulsory powers and responsibilities. Therefore, in order to accelerate the development of elementary education in rural areas,we should reflect deeply on the problems of the input system on education and improve efficiency in the use of financial expenditure for elementary education.
