摘　　要：技能短缺是英国经济发展的主要障碍,其主要原因是各个利益相关者之间缺乏合作,造成技能供求的失衡。倡导第三条道路的布莱尔工党政府强调"权利共享,责任共担"的原则,在利益相关者之间建立合作机制促进利益相关者的积极参与,缓解英国面临的技能问题,促进经济增长,建立包容性社会。Skills shortage has been main obstacle for British economic development. One of the key causes is shortage of cooperation among all the stakeholders, which brings about the disequilibrium between the supply and demand to skilled labor. Under idea of the third way, the Labour Party government headed by Blair stresses the principle of ＂sharing rights, sharing responsibilities＂ and builds up the partnership among stakeholders to stimulate their participation in skill training, then resolves skills shortage, promotes economic growth and achieves inclusive society.
