摘　　要：市场经济体制要求教育资源的运作体现效率原则，工作领域的迅速变化使就业的不稳定性日益突出，成人教育与在职培训的重要性与日俱增，这就要求为转换职业和下岗或失业人口提供教育和培训，提高其自雇或受雇的能力。The distribution of educational resource must embody the principle of efficiency in order to adapt to the principles of market economy. The instability of taking up an occupation increasingly stands out because of rapid transformation in the domain of work, and the essentiality of adult education and training in active service increasingly stands out. It is necessary to provide education and training for people of transforming job, coming off sentry duty and unemployment in order to improve their self-employed abilities and abilities of working for hire.
