论高校贫困学生新的资助政策体系

摘　　要：高校贫困学生新的资助政策体系在原有的基础上,在教育投入、资助强度、覆盖范围、资助水平都有显著提高。但是这个体系也存在诸多问题,譬如,对贫困学生缺乏客观、科学的界定标准,资助体系缺乏外部救助与内在关怀相结合,对大学生勤工俭学活动缺乏制度性保障,生源地助学贷款开展缺乏具体而有效的措施等。本文通过分析存在的问题,并有针对性地提出政策性建议。The new system of aid policy to the underprivileged college students has been greatly im- proved in educational investment, aid intensity, aid range, and aid level compared with the former basis. However, this system still exist quite a few problems, for instance, lacking of objective and scientific standards to define underprivileged college students, short of a combination between external aid and internal solicitude, no system to guarantee the students＇ work and study, no specific and effective measures to start aid - study loan at the source. This paper is putting forward corresponding proposals by analyzing the existing problems.
