摘 要:薪酬管理制度的优劣是影响基层政府工作效率的重要因素。基层政府的组织目标是制定公务员薪酬管理制度的依据,良好的薪酬文化是薪酬管理顺利实施的保障。在此基础上,充分把握影响基层公务员公平感的因素,包括外部公平、内部公平和个人公平等因素,才能制定科学的薪酬管理制度,使组织实现发展目标的同时,能够较好地激发员工的个人积极性。Salary management system ralates to the working efficiency of the basic level government. The object of basic level government is the found of making civil servants' salary management system and a good salary culture is the assurance to carry out salary management. On this basis, only by completely grasping the factors that affect grass-root servants' fair sense, including outside justice, inside justice and personal justice, can we make scientific salary management system, organize and realize the development object, and at the same time stimulate the stuffs enthusiasm. Only by this way, can salary management play its role as the fulcrum of the organization and the personal.
