试论中国特色教育券制度的建构

摘　　要：建构中国特色教育券制度应当实施三步走战略:发放"过渡期"教育券,缩小校际间差距;其次,发放"短期"教育券,"公平优先,兼顾效率";发放"长期"教育券,"效率优先,兼顾公平"。According to Friedman＇s theory of voucher, combining our country conditions, constructing Chinese characteristic education voucher has to implement three - step development strategy： firstly, granting a ＂ transitional period＂ voucher, narrowing the gap between schools; then, granting a ＂short -term＂ voucher, ＂fair priorities, balance between efficiency＂; finally, Granting a ＂long- term＂ voucher, ＂ efficiency priorities, balance between fair＂.
